The Two Pillars of Medicaid Eligibility

To qualify for the Michigan Home Help Program, there are two separate steps

Financial Eligibility (Medicaid)

You must qualify for Medicaid based on financial criteria. This is not dependent on medical need — many individuals may have Medicaid without requiring home care.

If you have SSI eligibility, you are often automatically eligible for Medicaid.

Functional Assessment (MDHHS)

Once Medicaid is established, a functional assessment is conducted by MDHHS to determine whether you qualify for in-home personal care services.

This assessment evaluates the need for assistance with daily living activities and determines the number of approved care hours.

2026 limits are tied to Federal Poverty Level (FPL) or SSI-based calculations (300% of the Federal Benefit Rate)

Understanding Functional Limitations & Medical Need

Unlike the MI Choice Waiver, a nursing home level of care is NOT required — just demonstrated need for help with ADLs
