Maryland Healthy Working Families Act
Maryland law provides important paid sick leave protections for all caregivers, including those in the CPAS program.
Accrual Rate
1 hour of sick leave for every 30 hours worked
Annual Maximum
Up to 40 hours of paid sick and safe leave per year
Eligible Uses
Personal illness, family member care, domestic violence, sexual assault, or stalking situations
Carryover
Unused hours carry over to the next year, subject to the 40-hour cap

Financial Eligibility for CPAS
The participant must qualify for Maryland Medicaid. Multiple pathways exist including the SSI pathway (automatic eligibility), Medically Needy spend-down, and standard income/asset limits.

Medical Eligibility: Activities of Daily Living
To qualify for CPAS, applicants must demonstrate a need for assistance with at least one Activity of Daily Living (ADL). Unlike the CFC or CO Waiver, CPAS does not require a full nursing facility level of care.

Assistance with at Least 1 ADL
A nurse from the Maryland Department of Health evaluates the participant's ability to perform daily activities. CPAS eligibility requires help with at least one ADL, making it more accessible than programs requiring nursing home level of care.
Bathing
Assistance with washing, showering, and personal hygiene routines
Grooming
Help with hair care, oral hygiene, shaving, and other personal grooming tasks
Dressing
Help with putting on and removing clothing and footwear
Eating
Support with meal consumption, including feeding assistance when needed
Mobility
Help with walking, transfers, and moving safely within the home
Toileting
Help with using the toilet, maintaining continence, and personal hygiene
Transferring
Assistance moving between positions such as bed to chair or chair to standing
